On May 26, Qingtian County Committee of Political and Legal Affairs and The People's Procuratorate of Qingtian jointly launched the "Cross-Ocean Parent-Teacher Conference". Leveraging Tencent Meeting (VooV Meeting) video conferencing, the event established an online communication platform to bridge the communication gap between domestic and overseas parties, pooling efforts to safeguard the healthy growth of overseas Chinese left-behind children.

The domestic venue was set up at The People's Procuratorate of Qingtian, while multiple overseas venues included the Overseas Liaison Station of Sister Ye Studio in Spain. Overseas Chinese parents, juvenile procuratorial officers, family education instructors, staff from the Women's Federation and the Bureau of Education, school teachers and studio personnel assembled online. They conducted in-depth discussions focusing on family education and the implementation of guardianship responsibilities for overseas Chinese left-behind children.
During the event, juvenile procuratorial officers delivered special legal awareness lectures. Combining the Family Education Promotion Law and the Minors Protection Law, they explained legal guardianship responsibilities and family education obligations to overseas parents in plain language. Addressing common issues like entrusted guardianship, parent-child communication and children's property management, they clarified legal risks, guiding overseas parents to perform duties legally and take primary family education responsibility.
In the interactive session, overseas Chinese parents spoke enthusiastically, sharing their experiences of parenting from afar and expressing their worries and frustrations about being unable to accompany their children due to long-term work overseas. School teachers and Women's Federation staff put forward practical suggestions on home-school cooperation and care support for children, helping improve the guardianship and care mechanism for overseas Chinese left-behind children.

In recent years, relying on the Overseas Chinese Hometown Juvenile-Protection Center and Procuratorate-Overseas Chinese Home, The People's Procuratorate of Qingtian has collaborated with overseas Chinese leaders and social work organizations to establish a transnational family education guidance system. Regular initiatives such as video calls, online follow-up visits and supervised guardianship guidance have been implemented to maintain cross-border parent-child emotional bonds. It also joined forces with public security, education and other departments to launch cloud-based legal education courses, covering 20,000+ students from 61 schools and conducting juvenile protection supervision.
Local authorities have focused on four key risks facing minors: internet addiction, school bullying, juvenile delinquency and personal infringement. Comprehensive measures including education, guidance, assistance and support have been implemented to build a comprehensive safety protection network for minors.

Looking ahead, The People's Procuratorate of Qingtian will continue to leverage the overseas liaison stations of Sister Ye Studio and regularly organize activities such as the "Cross-Ocean Parent-Teacher Conference". It will unite multiple stakeholders to further improve the care and protection system for overseas Chinese left-behind children. The goal is to ensure every overseas Chinese left-behind child grows up healthily and happily under the protection of the rule of law, and every overseas Chinese compatriot can pursue their careers with peace of mind and entrust their children's upbringing without worries.
