On January 29, the second plenary meeting of the 5th session of the 17th People's Congress of Qingtian County, Lishui City, Zhejiang Province was held, during which a vote was conducted to determine the Top 10 Livelihood Projects for 2026 in Qingtian County.

In medical and health care, free medication services will be provided for residents aged 65 and above with two chronic diseases. One additional mobile digital radiography vehicle and two mobile medical service vehicles will be added to offer door-to-door medical treatment and sample collection for remote rural residents, and free colorectal cancer screening will be conducted for key groups.

In education and student assistance, the relocation of Qingtian Second Middle School, Experimental Primary School and Peizhi School ( a special education school) will be completed, and Shiguo Primary School will be built and put into use. Over 5 canteens in primary and secondary schools will be upgraded; spinal health screenings will be carried out for more than 17,000 compulsory education students; and 3 kindergartens will be renovated to add childcare functions.

In elderly care and poverty alleviation, underperforming community-based elderly care service centers will be eliminated and over 20 centers will be upgraded to high-quality ones. More than 500 free assistive devices will be provided for eligible disabled persons, and over 100 disabled people will be assisted in securing new jobs.

In urban livability, more than 300 public parking spaces will be added, one sports park built, over 15 old residential elevators renovated, and 4 urban public toilets newly built or reconstructed.

In urban and rural transportation, over 200 urban micro-buses will be updated, 4 enclosed bus stops built, 3 urban and rural bus routes optimized, and more than 80 kilometers of rural roads newly built or reconstructed.

In food safety, one smart agricultural trade complex will be newly built or reconstructed. An "AI + off-site supervision" system will be implemented for online catering to achieve full coverage of cloud inspections, and over 10 public food inspection activities will be held in communities, business districts and markets.

In water supply guarantee, the Zhenwang Section of Qingtian's central water supply supporting project will be completed, over 10 kilometers of rural water supply pipelines upgraded, and the Sidu Port Water Supply Pipeline Project started.

In traffic regulation, special rectification will be carried out for long-term unoccupied vehicles and shared electric scooters, with standardized parking and safe riding ensured, and the utilization rate of public parking spaces will be improved.

In employment and entrepreneurship, over 500 skilled manufacturing talents will be trained, more than 5,000 job vacancies posted, and over 200 public welfare positions created for low-income groups.

In cultural and sports services, 50 urban and rural public sports facilities will be upgraded, over 40 national fitness activities held, and more than 50 cultural outreach activities carried out in rural areas.
